Norway Post Group is a shareholder company which is wholly owned by the Government through the Ministry of Transport and Communication. The Minister of Transport and Communication is the general assembly for the company.
Norway Post is issued concessions for the remaining monopoly areas (sealed addressed letters under 50 grams) under Postal law and the supplementary rules in the postal regulations. As compensation for the monopoly, society requires the execution of duties imposed under concession. The concession is valid from 1st January 2007 to and including 31st December 2010. The Norwegian Post and Telecommunications Authority oversees the company and ensures that it meets the requirements of concession. The Government covers Norway Post’s additional costs by maintaining a socially required level of service in the postal network beyond that which is economically viable. Norway Post provides a business plan (§10 plan) to the Minister for Transport and Communications on an annual basis. Every two years the Minister for Transport and Communications prepares a report for Parliament. It is the Minister for Transport and Communications who decides which cases will be presented to Parliament. In this way the Government’s possibilities for directing are secured. Norway Post Group has established a policy for good Corporate Governance.
